For many years, a gate marked the entrance to the wharf. It closed to business between 10:00 p.m. and 5:00 a.m. Santa Cruz waterfront promoter and legendary booster Fred Swanton actually had a vision of what the wharf could become as early as 1909. He advocated for a double-decker structure, with the top tier containing seats, a pavilion, and a bandstand and the bottom for the actual work of a wharf. He suggested charging 10¢ for entrance to the top tier, where a city band would be hired for the summer season. (Author’s collection.)
